LIRAC Lesotho

Lesotho Inter-Religious AIDS Consortium (LIRAC) is a Faith Based Organization (FBO); an umbrella body of all faith based Organizations which respond to HIV& AIDS in the Country. It was established by ad-hoc groups of people of faith in 2006 through Technical support from Action AID Lesotho under their Program called ‘Support to International Partnership against AIDS in Africa (SIPA) and legally registered in 2006.  Catholic Relief Service Lesotho (CRS) also played a major role on Technical and resource Support. LIRAC membership is drawn from churches and religious groups of Christian Organizations and Baha’i Faith and Muslims.  LIRAC currently has membership of around 26 religious groups that are involved in various programs in the fight against HIV and AIDS around the country contributing towards National response to HIV&AIDS.

LIRAC was established on the conviction that FBO’s have a critical role to play in the national response to HIV & AIDS prevention, behaviour change communication, Impact mitigation, care and treatment in Lesotho. They possess an extensive geographic reach and a well-developed infrastructure in the country. This is in addition to their unmatched staying power which makes them invaluable assets for sustainability, FBOs are long standing institutions with stable leadership and dynamic structures at all levels with strong linkages to community structures.

Furthermore, FBOs Leadership has a strong influence over the lives of masses of their congregants as well as having a special recognition on State in Lesotho thus give a strong confidence to bank on in the fight against HIV and AIDS.  Leadership of FBOs have been long involved in advocating for policy change to create an enabling environment within the communities to adopt and promote sustainable beliefs, attitudes and behaviours for prevention.  There is evidence that in Countries that have turned the HIV epidemic around, the FBOs have in particular played a significant role in the success.  They are strategically placed to access the communities anywhere even in the remotest locations of the vulnerable, marginalized communities that are far from accessing services in the highland districts like Mokhotlong, Thaba-Tseka, Qacha’s Nek, Botha-Bothe and Quthing districts. LIRAC also has strong collaboration with bodies such as Christian Council of Lesotho (CCL) in areas where LIRAC membership is not so strong and active.

Existing BCC strategies and frameworks do not integrate values of faiths to which young people and adults associate themselves with. Therefore, lack of combination approaches as such have not resulted in positive behaviours.  LIRAC affiliates are implementing HIV programs within their settings that focus on providing information, risk reduction and behavior change communication and also establish linkages to relevant services, where communities have no understanding of vulnerable groups like children and women’s rights, to fight against Gender Based Violence (GBV), restorative justice and other relevant frameworks.

LIRAC’s overall Goal:

Development of Documents and Manuals on HIV &AIDS

Following its establishment in 2007 LIRAC collaborated with other Partners such as World Vision, Catholic Relief Services and National AIDS Commission (NAC) and UNAIDS to develop Statement of Commitment by Faith Based Leaders which later resulted into Sunday Pack Manual which also translated into Faith pack to accommodate context of other religions. This is a faith based Manual which is used by Religious Leaders in their religious setting to address HIV and AIDS in their respective houses of prayer in the context of their faith. This important document was launched officially at World AIDS day in 01 December 2007.

  • More than 10 years of implementing OVC Programs.
  • Has strong collaborations with District and Community structures such as chiefs and Community Councillors e.g. District Health Management Teams, District Chid Protection Teams.

Networking and partnership with local, regional and international Organisations for specific goals.  e.g. UNAIDS, World Vision Lesotho, Catholic Relief Services, Government Ministries and Community Councils. Affiliation:

  • LIRAC is the member of Lesotho Council of Non-Governmental Organisations (LCN) and Civil Societies Forum which is a local forum made up of different civil society and CBOs.
  • It’s a member of Country Coordinating Mechanism (CCM) within Global Fund Lesotho.
  • Member of Letsema Forum which is a body Made up of Local organisations which work on OVC programs.
  • Member of National OVC Coordinating Committee.
  • Member of District Health Management Teams (DHMTs).
